Fiscally sponsored by Public Health Foundation Enterprises, CCC began in 2003 to address the shortage of quality, affordable, licensed child care in Orange County. Based on the ABCD Constructing Connections model of the Low Income Investment Fund (LIIF), CCC focuses on building the capacity of child care operators and the community to construct and finance facilities, increasing public/private investment in projects, and improving regulatory environments to increase the pace of facility development.
Child Care Connections of Orange County is predominantly funded through a generous grant from the Low Income Investment Fund.
LIIF is dedicated to creating pathways of opportunity for low income people and communities. LIIF pursues this aim by providing capital and technical assistance to help low income communities finance and build facilities for education, affordable and supportive housing, child care and other community revitalization programs.
LIIF's ABCD program is building and supporting a statewide network of streamlined local facility development resources through its Constructing Connections program. Constructing Connections programs are in several California counties. Each Constructing Connections program assists child care projects through the facilities development process from planning through construction by providing technical assistance and resources.
The ultimate outcome of Orange County United Way's investments in Early Education is that young children are ready academically, socially and emotionally for kindergarten. To meet this outcome, United Way seeks to increase the number of early childhood centers that are measured as high quality in low-income areas.
For the fiscal year of 2009-2010, the Child Care Connections Collaborative partnership has succeeded in attracting a total of $147,161 of matching funds and in-kind contributions.
