- Address the significant barriers in our cities to the development of quality childcare facilities.
- Develop strategies to improve land use and increase community development capital for care facilities.
- Work with local jurisdictions to offer incentives to developers who include child care.
- Develop child care policies to include in city General Plan elements.

- Identify gaps in child care needs through collection and dissemination of data.
- Provide data for market analysis and feasibility studies.

- Intermediaries are organizations providing training and technical assistance to operators on child care facility development.
- Conduct case management.
- Track the progress of operators.
- Identify resources needed in Orange County.

- Increase awareness among individuals/agencies interested in developing child care facilities.
- Create development resources.
- Educate business and municipalities on the importance of child care facilities.
- Network with developers, planners, architects and financial institutions to leverage partnerships.
